The Ohio Department of Job and Family Services is replacing FAPL
99, dated March 21, 2022 with FAPL 99A in order to provide clarification on the
timeframes as outlined in CMS SHO# 21-002 referenced below.
The Ohio Department of Medicaid is providing additional state
funding to assist specific public assistance agencies with the cost of
processing backlogged pending Medicaid cases in the Ohio Benefits System. ODJFS
will issue this funding as a new allocation.
With the end of the public health emergency expected later this
year, ODM is requesting counties focus efforts on reducing the Medicaid
application backlog and processing renewals which have been received, but not
yet processed. Per CMS SHO# 21-002 dated
August 13, 2021, states will have four months to complete Medicaid applications
received during the public health emergency once the public health emergency
ends and twelve months to initiate outstanding Medicaid renewals and complete
other eligibility actions. Every effort
should be made to address the application backlog prior to the end of the
public health emergency and ensure renewals which have been received but not
yet processed are completed.
To claim expenditures for the new allocation, counties will move
expenditures from Medicaid Income Maintenance to the new Medicaid funding
through the post-allocated adjustment (PAA) process.
ODJFS will communicate the funding period and liquidation period
through the county finance information system (CFIS).
