SUBJECT: American Rescue Plan Act of 2021: Grants to Enhance Adult Protective Services (APS)

The Ohio Department of Job and Family Services (ODJFS) is issuing funding from the Administration for Community Living (ACL) “American Rescue Plan Act of 2021: Grants to Enhance Adult Protective Services“ in accordance with Section 2042(b) of Subtitle B of Title XX of the Social Security Act, otherwise known as the “Elder Justice Act (EJA)“ as authorized and funded through the American Rescue Plan Act of 2021 (P.L. 117-2). This funding comes through a supplemental funding bill and is not a part of the annual federal budget but considered “one-time” funding.

This grant distributed to County Department of Job and Family Services (CDJFS) is known as the “Ohio APS Program-ARP allocation.“

Funds awarded under this opportunity provide APS programs to states and territories with resources to enhance, improve, and expand the ability of APS to investigate allegations of abuse, neglect, and exploitation.

Methodology

ODJFS will distribute funds directly to the CDJFS agencies as outlined in current Administrative Code Rule 5101:9-6-14 "Adult Protective Services Allocation" as follows: 

  • ODJFS will distribute the statewide amount evenly to each CDJFS for the administration of the APS program; and
  • Where a CDJFS encompasses multiple counties, each CDJFS will receive the standard allocation amount for each county represented under the CDJFS.

Allowable Activities

Funding under this opportunity may be used to serve any APS client who meets Ohio's statutory criteria for client eligibility for APS services. All funds must be spent in ways consistent with the Elder Justice Act Section 2042(b), the American Rescue Plan Act of 2021, and guidance provided by ACL and ODJFS.

Unallowable Activities

Existing funds for an existing project or activities may not be displaced by federal funds and reallocated for other organizational expenses. The funding through this opportunity must add to current funding levels, not be used to replace funding.

Fiscal Related Information

The project period begins August 1, 2021, with an end date of September 30, 2023. ODJFS communicates the funding and liquidation periods through the county finance information system (CFIS).

This allocation consists of one hundred per cent federal funding. The Assistance Listing Number (ALN), formerly known as the Catalogue of Federal Domestic Assistance (CFDA) number, is 93.747. 

Financial and random moment sample (RMS) coding are communicated by the Bureau of County Finance and Technical Assistance (BCFTA).
