SUBJECT: Ceiling Excess Coverage for FY19 Combined TANF Regular and TANF Administration Allocations

In accordance with rule 5101:9-7-03.1(D) of the Administrative Code, ODJFS will cover up to $5,000,000 of ceiling excess statewide for the FY19 TANF regular and TANF administration allocations.   The process of determining ceiling excess coverage will be as follows:

1.ODJFS will review county expenditures for FY19 TANF regular and TANF administration allocations to determine ceiling excess amounts as of the soft close for the October-December quarter.  Due to the holiday this will be January 21st. 

TANF Regular Ceiling Excess

a.If a county is in ceiling excess for the TANF regular allocation, they should ensure that all their TANF administration allocation has been exhausted.  ODJFS will not cover TANF regular ceiling excess that can be covered by a county’s available TANF administration allocation. Furthermore, this amount will not be included in the calculation for statewide ceiling excess.  Counties will be responsible for requesting any budget moves from TANF administration to TANF regular prior to the soft close.

b.Counties should also use their TANF earnings/ collections and the supplemental TANF administration allocation to help cover ceiling excess prior to the soft close.

TANF Administration Ceiling Excess

If a county is in ceiling excess for the TANF administration allocation, the TANF earnings/ collections and/ or supplemental TANF administration allocations must be fully utilized to cover any TANF administration ceiling excess prior to the soft close.

2.ODJFS will take the combined amount of ceiling excess for both TANF regular and TANF administration allocations to determine a total statewide ceiling excess amount.

3.ODJFS will then proportionately allocate the $5,000,000 based on the county’s total ceiling excess amount as compared to the statewide total ceiling excess amount.

4.ODJFS will increase the county’s budget by January 23rd by the amount determined in #3.  Counties will receive a budget notification via CFIS.
