SUBJECT: Reallotment Chafee Allocation

The Ohio Department of Job and Family Service (ODJFS) issues the "Reallotment Chafee Allocation" to public children service agencies (PCSAs) to support youth in foster care age fourteen and older and young adults under the age of twenty-one who have emancipated.  The PCSAs use this allocation to offer independent living and supportive services for young adults that complement their own efforts towards self-sufficiency as described in rules 5101:2-42-19 "Requirements for the provision of independent living services to youth in custody" and 5101:2-42-19.2 "Requirements for provision of independent living services to young adults who have emancipated" of the Administrative Code.

This allocation consists of one-hundred percent federal funds. The Assistance Listing Number is 93.674.

Methodology

Distribution of this allocation is described in paragraph (D) of rule 5101:9-6-35 "Chafee Allocation" of the Administrative Code.

Reimbursement

ODJFS reimburses expenditures with one hundred percent federal Chafee funds.

The Reallotment Chafee allocation is for the purchase of services and cannot be used to support staff salaries.

Reimbursable purchase of services under this allocation are identified in the following rules: 

  • 5101:2-42-19 of the Administrative Code for independent living services for youth still in the custody of an agency; and
  • 5101:2-42-19.2 of the Administrative Code for youth who have emancipated and requested independent living services.

ODJFS will communicate direct project codes via a Bureau of County Finance and Technical Assistance alert through the CFIS_HELP_DESK@jfs.ohio.gov.

ODJFS will communicate the funding and liquidation period through the county finance information system (CFIS).
