As outlined in FAPL 108, and in accordance with the Consolidated
Appropriations Act of 2023, the state of Ohio returned to routine Medicaid
eligibility requirements as of February 1st of 2023. Amended Sub
House Bill 45 appropriated 30 million dollars in funding to support counties
with increased activity.
In addition to the allowable
activities listed in FAPL 108, assets and contract purchases used to process undeliverable
Medicaid eligibility redetermination mail documents is allowable, and:
1.Acquisition
standards and procurement processes are followed as outlined in chapter
5101:9-4 of the Administrative Code.
2.Mail hardware
or software defined as a capital asset in rule 5101:9-4-10 of the
Administrative Code may be direct charged to Medicaid Unwinding funding.
3.Contract costs cannot be prepaid using
Medicaid Unwinding for costs incurred after March 31, 2024.

5.The disposal of assets purchased with
federal funds must follow rule 5101:9-4-15 of the Administrative Code.
