In
accordance with the Consolidated Appropriations Act of 2023, the state of Ohio
is returning to routine Medicaid eligibility requirements as of February 1st.
The state will initiate renewals for every individual on the program; and those
who are found no longer eligible will be disenrolled.
Amended
Sub House Bill 45 appropriates 30 million dollars in funding to support
counties with increased activity. An
initial amount of 20 million dollars will be issued to counties with the
remaining balance to be distributed contingent upon county needs.
The Ohio
Department of Job and Family Services (ODJFS) will issue this funding as a
separate allocation.
This
allocation consists of one-hundred percent federal funds. The assistance
listing number is 21.027.
Allowable
activities
(for Medicaid and Children's Health Insurance Program (CHIP) case
redeterminations related to the expiration of the continuous enrollment
provision of the Family First Coronavirus Response Act) include the following:
- Activities
related to the completion of manual and automated edits and verification of
data. Also includes activities related
to assisting the automated eligibility determination system in the evaluation
of the edited, verified data to make an eligibility redetermination.
- Activities
including receipt of data related to the unwinding eligibility and maintenance
of a beneficiary’s eligibility, such as address changes, income changes,
household composition changes, etc. and any related verification, eligibility
redetermination information and changes, and issuances of eligibility notices.
- Issuance
of the eligibility notice to the beneficiary, file updates, and all activities
related to notification to partners of the decision related to Medicaid renewal
and redetermination.
- Call
center activities related to the receipt of data required for Medicaid renewal
and redetermination.
- Medicaid
Appeals - Appeals of renewal and redetermination decisions including hearings
and accepting/processing appeals.
- Staff
training for all aspects of Medicaid renewals and redeterminations.
Unallowable
Activities:
- ARPA
dollars are federally sourced monies and may not be matched with other federal
funding.
- New
Medicaid application activities
Methodology:
- Each
county will receive a base allocation of $20,000.
- The
remaining $18.24M will be distributed based on each county’s renewal program
blocks due over the next twelve months.
ODJFS will
communicate RMS and direct project codes via a Bureau of County Finance and
Technical Assistance alert through the CFIS_Help_Desk@jfs.ohio.gov.
ODJFS
will communicate the funding period and liquidation period through the county
finance information system (CFIS).
