(A)The Ohio department of job and family
services (ODJFS) issues the department of labor (DOL) employment and training
administration (ETA) unemployment insurance (UI) reemployment services and
eligibility assessment (RESEA) funds to the local workforce development board
(LWDB) to improve employment outcomes for individuals who receive UI and are
selected to participate in the program. RESEA funds assist with:
(1)Reducing the average duration of UC
through employment;
(2)Strengthening program integrity and reduce
improper UI payments;
(3)Promoting alignment with the broader
vision of the Workforce Innovation and Opportunity Act (WIOA), which is
increased program integration and service delivery for job seekers; and
(4)Establishing RESEA as an entry point to
other workforce system partner programs for individuals receiving UI.
(B)This allocation is composed of one
hundred per cent federal funds. The catalog of federal domestic assistance
(CFDA) number is 17.225. The Bipartisan Budget Act of 2018, Public Law 115-123
(BBA), which included amendments to the Social Security Act (SSA) created a
permanent authorization for the RESEA program. The RESEA provisions are
contained in section 30206 of the BBA, enacting new section 306 of the SSA.
(C)ODJFS communicates the funding and
liquidation periods through the county finance information system (CFIS). The
LWDB can incur obligations through the funding period and disburse and report
expenditures no later than the end of the liquidation period. The LWDBs shall
report expenditures as described in rule 5101:9-7-29 of the Administrative
Code.
(D)Methodology
(1)LWDBs shall expend fiscal year (FY) 2020
RESEA funds January 1, 2020, through September 30, 2021. Funding shall be
liquidated by December 31, 2021.
(2)LWDBs shall expend FY21 funds by
September 30, 2022. Funding shall be liquidated by December 31, 2022.
(3)After the transition periods of FFY20
and FFY21, ODJFS will issue RESEA funds on a calendar year basis with a
liquidation period through March 31st.
(4)Administrative costs for the RESEA
program are limited to ten per cent of the total grant award. ETA uses the
definition of WIOA administrative costs at 20 C.F.R. 683.215 for RESEA grants.
(E)RESEA program requirements are as
described in Workforce Program Policy Letter number 20-02.
(F)RESEA staff may refer individuals to
WIOA or other available funding. Individuals determined eligible under
additional programs, may receive funding for training and other costs related
to training.
(G)The LWDB shall maintain documentation
in accordance with the records retention requirements in rule 5101:9-9-21 of
the Administrative Code. This documentation may be subject to inspection,
monitoring, and audit by the ODJFS office of fiscal and monitoring services
(OFMS) and the Ohio auditor of state (AOS).
