The Ohio Department of Job and Family Services is issuing this Procedure
Letter in accordance with section 307.90 of Amended Substitute House Bill 110
of the 134th General Assembly. This Procedure
Letter will be obsolete with the implementation of amended Ohio Administrative
Code rule 5101:2-54-01 to be filed in accordance with section 111.15 of the
Revised Code. This letter outlines the purposes of the Multi-System Youth (MSY)
program and funding allocations as follows:
Purpose
The MSY program funds are dedicated to:
1.Preventing
custody relinquishment solely for a child to obtain needed treatment; and
2.Supporting
children in the custody of a PCSA who have been placed in congregate care settings;
and
3.Providing
necessary services and supports to ensure a child's successful transition from
a congregate care facility following discharge; and
4.To support the
care of children in congregate and non-congregate care settings who would be
emancipating but remain in custody due to the impact of the COVID-19 pandemic.

Summary
(1)Public
Children Services Agency (PCSA) Support and Relinquishment Prevention: Allocate
twenty million dollars ($20,000,000) each State Fiscal Year (SFY) to the PCSAs
in accordance with Section 5101.14 of the Ohio Revised Code to support
the care of children in the custody of a PCSA for congregate care; to
provide the services and supports necessary to ensure a child's successful
transition from a congregate care facility following discharge; and to support
the care of children in congregate and non-congregate care settings who would
be emancipating, but remain in custody due to the impact of the COVID-19
pandemic. In addition, of these funds:
(a)PCSAs are to
designate in each SFY a minimum of ten percent (10%) of the formula-based
allocation to work locally in accordance with Section 307.110 of Amended
Substitute House Bill 110 of the 134th General Assembly.
(b)The designated
pooled funding is to support the provision of services to families and children
to prevent the relinquishment of custody to a PCSA for the sole purpose of the
child obtaining access to needed treatment.
(2)State
Level Program: Two million ($2,000,000) each SFY will be dedicated to
the administration of the state level MSY Program. Three hundred sixteen thousand eight hundred
dollars ($316,800) each SFY year will go toward supporting the completion of
the individual application process at the county level, and the remaining
funding will be transferred to the Ohio Department of Medicaid to assist
local partners in securing needed services and supports for youth with
multi-system needs.
(3)Communities
of Support: One million five hundred thousand dollars ($1,500,000) in each
SFY will be utilized to build grant support opportunities to provide level of
care assessments and aftercare to multi-system youth in residential facilities,
and to build community wraparound supports.
(4)Training
and Technical Assistance: Transfer five hundred thousand dollars ($500,000)
in each SFY to the Ohio Family and Children First (OFCF) to support training and technical
assistance needed for local infrastructure development.
(5)Environmental
Scan: Dedicate three hundred thousand dollars ($300,000) in SFY 22 to
conduct a statewide environmental scan to develop the available practice models
and best practices.
(6)Wraparound
Training: At least two hundred thousand dollars ($200,000) in each SFY shall
be dedicated to build local Family Children First Council (FCFC) capacity to
implement the high-fidelity care coordination model.
(7)Family
and Children First Council (FCFC) Practices and Sustainability Planning:
Transfer five hundred thousand ($500,000) in SFY 2022, and eight hundred
thousand dollars ($800,000) in SFY2023 to create, improve, and sustain
effective, collaborative cross-system service delivery at the local FCFC level.
