In paragraphs (H)(1)(b), (I)(2) and (I)(3), the OCS website address is deleted as the referenced forms are generally available to the CSEA on the OCS InnerWeb site; in paragraph (E), "If" is replaced with "When"; and, in paragraph (C)(6), references to two federal Acts are deleted as the U.S.C. references are sufficient for any research needs.
