Child Care Manual Procedure Letter No. 168-A
October 5, 2023
TO: All Child Care Manual Holders
FROM: Matt Damschroder, Director
SUBJECT: 2023 Update to Child Care Income Eligibility Standards

The publicly funded child care (PFCC) income eligibility standards are updated annually after the release of the Federal Poverty Guidelines (FPL) by the United States Department of Health and Human Services.

This Child Care Manual Procedure Letter (CCMPL) replaces CCMPL No. 168 due to errors on the monthly income standards chart.

Implementation of New Income Eligibility Standards:

The Ohio Benefits integrated eligibility system has been updated to include the October 1, 2023, income eligibility standards. All applications, recertifications and case updates that are effective on or after October 1, 2023, are based on these new standards.

The monthly income standards are as follows:

Family Size 2023 Federal Poverty Level (100%) Annually

Maximum Monthly

Income Limit for Initial Eligibility

Maximum Monthly Income Limit for Special Needs and Transitional Eligibility

Maximum Monthly Income Limit for Ongoing Eligibility

2  $19,720.00  $2,383.00  $2,465.00  $4,930.00
3  $24,860.00  $3,004.00  $3,108.00  $6,216.00

8  $50,560.00  $6,110.00  $6,321.00  $12,640.00

These amounts are determined using the 2023 Federal Poverty Guidelines as published in the Federal Register on January 19, 2023. If the family size is above 8, add $5,140 to the annual income for each additional household member.

Note: Transitional child care allows a person up to 12 months of new or continuing PFCC benefits during their transition out of Ohio Works First when their income is at or below 150% of the FPL.
