SUBJECT: Changes to the JFS 01144 "Provider Agreement for Publicly Funded Child Care Services"

Background:

Programs that intend to serve children through the publicly funded child care (PFCC) program must log on to the Ohio Department of Job and Family Services (ODJFS) automated system, the Child Care Information Data System (CCIDS) provider portal, to complete a provider agreement with ODJFS.

New Policy:

The JFS 01144 "Provider Agreement for Publicly Funded Child Care Services" has been revised to implement changes and update language.  The following changes were made: 

  • Revised the preamble to remove all references to the kinship child care program.
  • Replaced all references to Ohio Administrative Code (OAC) rules with references to OAC Chapters.
  • Reworded some articles for clarity.
  • Article 2 – Removed "out-of-state provider" and replaced with "border state provider" for consistency.  Added references to OAC Chapters 5101:2-12, 5101:2-14, 5101:2-16 and 5101:2-18 where appropriate.
  • Article 6 – New Article 6 replaced part of Article 5 and was reworded for clarity. All subsequent articles were renumbered.
  • Article 16 - Replaced "Publicly Funded Record Review" with "Publicly Funded Child Care Program Integrity Review" for consistency.
  • Article 36- Replaced references to the CCIDS provider portal with references to the automated system.  Clarified that reporting and maintaining private pay rates increases the accuracy of market rate evaluations for child care services.
  • Article 40 – Clarified that the provider agreement is effective on the date the Provider submits the signed JFS 01144 to ODJFS, or the date the Provider becomes an eligible provider as defined in Chapter 16 of the OAC, whichever is later.

Implementation:

  • Current PFCC programs will not be required to sign a new agreement.
  • Any program that does not agree with an article in the provider agreement, or that no longer wishes to provide PFCC services, may terminate their agreement by logging on to ODJFS automated system, the CCIDS provider portal.
  • The updated Provider Agreement will be available in the ODJFS automated system, the CCIDS provider portal on or after October 20, 2019.
  • Any child care program signing an agreement on or after October 20, 2019 will sign the updated agreement.
