A child is eligible for a state adoption subsidy if the child:
(A)Is legally free for adoption;
(B)Is identified as a special needs child as defined by rule 5101:2-44-01 of the Administrative Code by the PCSA responsible for the provision of state adoption subsidy on his behalf;
(C)Is placed in an adoptive home and an adoptive placement agreement has been signed pursuant to rule 5101:2- 48-23 of the Administrative Code; and
(D)Meets one of the following age requirements.
(1)Under the age of eighteen.
(2)Eighteen to twenty-one years of age and mentally or physically handicapped or attending a school, college, university, or vocational or technical training program on a full-time basis.
