SUBJECT: Consolidated Appropriations Act Funding for Adult Protective Services (APS) Supplemental Allocation

The Ohio Department of Job and Family Services (ODJFS) is issuing Consolidated Appropriations Act Funding for Adult Protective Services (APS) also known as APS Supplemental Allocation to County Departments of Job and Family Service (CDJFS) agencies.  This one-time funding is issued in accordance with Coronavirus Response and Relief Supplemental Act of 2021.

The purpose of this opportunity is to enhance and improve adult protective services provided by states and local units of government in response to the COVID-19 pandemic.

The funding period for this allocation will be April 1, 2021 to September 30, 2022. The CDJFS can incur services through the funding period and disburse and report expenditures no later than the end of the liquidation period, September 2022.

This allocation will consist of one hundred per cent federal funding. The Catalogue of Federal Domestic Assistance (CFDA) number for this allocation is 93.747.

Methodology

ODJFS will distribute funds directly to the CDJFS agencies as outlined in current Administrative Code Rule 5101:9-6-14 "Adult Protective Services Allocation" as follows: 

  • ODJFS will distribute the statewide amount evenly to each CDJFS for the administration of the APS program; and
  • Where a CDJFS encompasses multiple counties, each CDJFS will receive the standard allocation amount for each county represented under the CDJFS.

Allowable Activities

Funding may be used for any APS client who meets their State’s statutory or regulatory criteria for client eligibility for APS services in the State. Funds must be expended on APS activities related to the Coronavirus Emergency as detailed in the APS program letter titled, Consolidated Appropriations Act 2021: APS Funding, Ohio Allowable Use Code Definitions

Financial and random moment sample (RMS) coding will be communicated by the Bureau of County Finance and Technical Assistance (BCFTA).
