The Ohio Department of Job and Family Services (ODJFS) issues Supplemental
Disaster Relief under Title IV-B, Subpart 1 funding to Public Children Services
Agencies (PCSAs) to address needs, promote and ensure the safety and well-being
of children and families in areas of the state which tornadoes and floods
occurred in calendar year 2019 and a major disaster or emergency was declared.
This allocation consists of federal funds. The Catalogue of
Federal Domestic Assistance (CFDA) number for this allocation is 93.645.
Title IV-B Supplemental Disaster Relief Funds are awarded with a
one hundred per cent Federal Financial Participation (FFP) rate for program
costs. Therefore, no non-federal cost share is required. Additionally, these funds may not be used to meet the
matching requirements of other federal grant programs.
ODJFS issues these funds for the development and expansion of a
coordinated child and family services program that uses community-based
agencies and ensures that all children are raised in safe loving families by:
- Protecting and promoting the welfare of all
children;
- Preventing the neglect, abuse, or exploitation
of children;
- Supporting at-risk families through services
which allow children, where appropriate, to remain safely with their families
or return to their families in a timely manner;
- Promoting the safety, permanence, and well-being
of children in foster care and adoptive families; and
- Providing training, professional development and
support to ensure a well-qualified child welfare workforce.
ODJFS will issue funds over federal fiscal years (FFYs) 20 and
21. The PCSA can incur services through the funding period, June 30, 2021
and disburse and report expenditures no later than the end of the liquidation
period, September 30, 2021.
Methodology
ODJFS will allocate funding to the PCSA as follows:
- ODJFS allocates forty per cent of the statewide allocation
equally among specified counties; and
- ODJFS allocates sixty per cent of the statewide
allocation based on each specified county’s population of children less than
one hundred per cent of the federal poverty level as compared statewide in the
same category, utilizing the most recent available calendar year data from the
United States bureau of census figures.
The PCSA can charge direct and administrative expenditures as
outlined in the Ohio Child and Family Services plan against this allocation.
