House Bill 33 of the 135th General Assembly of Ohio authorized the Ohio Department of Medicaid (ODM) and the Ohio Department of Job and Family Services (ODJFS) to issue up to five million dollars in incentive payments to County Departments of Job and Family Services (CDJFSs) based on case processing performance criteria. This FAPL outlines a revised incentive distribution methodologies and supersedes FAPL 114, published September 27, 2023. 

Two incentives will be issued based on performance during SFY24.

Incentive Payment 1 ($2 million dollars):

Counties will receive incentive funds for each month they met the 90% caseload processing benchmark for the seven-month period from 09/2023 through 03/2024 as indicated on the ODM county activities dashboard. The amount allocated to each county per month will be proportional to the county’s overall Medicaid caseload as a proportion of the counties qualifying for incentives in that month. The total amount distributed to each county will be the sum of their monthly amounts.

Incentive Payment 2 ($3 million dollars minus any funds distributed under FAPL 114):

Counties will be split into quartiles based on overall Medicaid caseload size. Within each quartile, the top five counties with greatest improvement in renewal backlog and top five counties with greatest improvement in application backlog each quarter, as a percentage of their overall Medicaid caseload for both metrics, will receive incentive funds. This will be calculated at one time each quarter reflecting performance between December of 2023 to March of 2024 and March of 2024 to June of 2024.

ODJFS will communicate direct project codes via a Bureau of County Finance and Technical Assistance alert through the CFIS_HELP_DESK@jfs.ohio.gov.

These funds are 100% state funding. Counties will only be required to report receipt of funds.
