SUBJECT: Medicaid Renewal Case Processing Incentive Funding

House Bill 33 of the 135th General Assembly of Ohio authorized the Ohio Department of Medicaid (ODM) and the Ohio Department of Job and Family Services (ODJFS) to issue up to 5 million dollars in incentive payments to County Departments of Job and Family Services (CDJFSs) for the processing of Medicaid renewal cases from other counties that need assistance with meeting the timely processing requirements during the unwinding processing period that ends March 31, 2024. Cases will be assigned by ODM and coordinated through the County’s County Engagement Manager.

Eligibility

The Medicaid renewal case processing incentive payment is only available to counties that are regularly meeting 90% of new Medicaid applications processed timely and have no more than 10% of monthly Medicaid renewals left unprocessed each month.

Methodology

The Medicaid renewal case processing incentive payment will be disbursed at a rate of $100 per completed renewal block. Cases are completed based on the authorization of the renewal (approval or discontinuance) without regard to subsequent case activity such as hearings or other changes in circumstances.

The Medicaid renewal case processing incentive is available as cash and is considered earned at the time of receipt. There are no further restrictions on the use of the funding and will not be considered federal funds but "local dollars."

Any county participating in this incentive program is also still eligible to receive additional American Rescue Plan Act (ARPA) unwinding funding.

ODJFS will communicate direct project codes via a Bureau of County Finance and Technical Assistance alert through the CFIS_HELP_DESK@jfs.ohio.gov.

ODJFS will communicate the funding and liquidation period through the county finance information system (CFIS).
