SUBJECT: Supplemental Nutrition Assistance Program (SNAP) Non-Administration American Rescue Plan Act (ARPA) Funding FFY 2023

The Ohio Department of Job and Family Services is continuing SNAP Non-Admin ARPA funding to the County Department of Job and Family Services (CDJFS) for 2023. 

This allocation consists of one hundred per cent federal funds. The Assistance Listing Number (ALN), formerly known as catalog of federal domestic assistance (CFDA) number for the SNAP Non-Admin ARPA allocation, is 10.561.

This allocation will end and liquidate on June 30, 2023.  ODJFS will reevaluate SNAP Non-Admin ARPA expenditures in the June/July 2023 timeframe.  If counties fully expend their allocation and there are remaining SNAP Non-Admin ARPA funds available from the overall fiscal year grant, ODJFS may issue incentives from the remaining SNAP Non-Admin ARPA funds to the county agencies that fully expended their allocation. If incentive funds are available, ODJFS will issue a follow up guidance along the lines of FAL 202. 

ODJFS distributes funds to the CDJFS agencies using the methodology outlined in current Administrative Code (OAC) rule 5101:9-6-05 "Income Maintenance Allocations" paragraph (D).

The CDJFS may use this funding for the following allowable SNAP related expenditures: 

  • Administrative costs except Employment & Training (E&T) activities
  • Preparation / participation in judicial hearings
  • Recruitment
  • Training for lead agency or sub-recipient staff on billing and claims processes associated with the subsidy program
  • SNAP Fraud
  • Training for staff
  • Quality control
  • Management Evaluations
  • Revision of webpages for SNAP
  • Investments in call centers to reduce wait times
  • Equipment, investment in technology

This allocation MAY NOT be used for: 

  • Match for any federal program
  • Any non-SNAP programs
  • Any travel or purchase of vehicles or real property
  • Administration activities around E&T including sanction activity and work registrations
