The Consolidated Appropriations Act of 2023, in part, scheduled
a phase out of the enhanced Federal Medical Assistance Percentage (FMAP) rates
that was enacted due to the public health emergency. This letter transmits the FMAP rates for
calendar year 2023.
The phase out of the enhanced FMAP rate as follows:
- January through March 2023 – 6.2%.
- April through June 2023 – 5%.
- July through September 2023 – 2.5%.
- October through December 2023 – 1.5%.
The resulting FMAP rates for Ohio are:
- January through March 2023 – 69.78%.
- April through June 2023 – 68.58%.
- July through September 2023 – 66.08%.
- October through December 2023 – 65.80%.
Title IV-E agencies do not need to take any action with respect
to the changes in FMAP rates when reporting expenditures. The Ohio Statewide
Automated Child Welfare Information System will assure that the appropriate
FMAP rate is applied
INSTRUCTIONS
The following chart depicts what materials should be deleted
from the Family, Children, and Adult Services Manual (FCASM) and what materials
are to be inserted in the FCASM.
