This Procedure Letter is being updated to change the removal and obsoletion of Family, Children and Adult Services Manual Procedure Letter (FCASPL) 351 which provides information about the Title IV-E Monthly Adoption Assistance Statewide Maximum Amount Change. The FCASPL 351 will be removed from the FCASM Procedure Letter Archives section and reinstated in the FCASM Procedure Letter section.

This Procedure Letter identifies changes to the Monthly Adoption Assistance Statewide Maximum (MAASM) waiver request process. Effective December 17, 2020, a waiver request is no longer required when an agency negotiates a subsidy payment above the MAASM, providing the payment agreed upon does not exceed the child’s cost of care as outlined in Ohio Administrative Code 5101:2-49-05. The agency will be required to document the justification as to the why the amount is over the MAASM in the Statewide Automated Child Welfare Information System (SACWIS).
