SUBJECT: Title IV-E Foster Care Maintenance (FCM) Ceilings Revisions FFY 2022

In accordance with Ohio Administrative Code (OAC) rule 5101:2-47-01(M), all FCM ceilings described in OAC rules 5101:2-47-17, 5101:2-47-18 and 5101:2-47-19 have been reviewed. The following ceilings will be effective September 30, 2021.

Uniform Statewide Standards for Per Diem Foster Care Maintenance Ceilings

(0-18 years)

Minimum - $10.00

Maximum - $200.00

Per Diem Foster Care Maintenance Difficulty of Care Maximum Additional Ceilings

Special Needs - $200.00

Exceptional Needs - $200.00

Intensive Needs - $200.00

Emergency Family Foster Care - $300.00

Auxiliary Payments for Clothing (annual), Personal Incidentals (annual), and Graduation Expenses

Clothing - $3,000.00 (annual)

Personal Incidentals - $3,000.00 (annual)

Graduation Expenses - $1,500.00

Although the ceilings are effective September 30, 2021, due to the provisions of the Budget Control Act of 2011, any increase is not reimbursable through the State Automated Child Welfare Information System (SACWIS) until October 1, 2021.

Ohio’s base Federal Medical Assistance Percentage (FMAP) for Title IV-E foster care maintenance and adoption assistance payments for Federal Fiscal Year (FFY) 2022 (October 1, 2021, through September 30, 2022) is 64.10%.

FFY 2022 FMAP will be enhanced by federal matching funding made available through the Families First Coronavirus Response Act (amended by the Coronavirus Aid, Relief, and Economic Security Act). The additional funds are available to states until the last day of the calendar year quarter in which the public health emergency ends. This act provides a 6.20 percentage-point increase to Ohio’s base FMAP for a total FMAP of 70.30%.

SACWIS will be adjusted to reflect these amounts of federal reimbursement for the periods and percentage noted above.

The following chart depicts what materials should be deleted from the Family, Children, and Adult Services Manual (FCASM) and what materials are to be inserted in the FCASM.
