Background
Pursuant to Section 307.110 of Amended Substitute House Bill 166
of the 133rd General Assembly the Ohio Department of Job and Family Services
(ODJFS) was allocated $25 million to be used for youth currently in the custody
of a public children services agency (PCSA) or to prevent children from
entering into the custody of a PCSA by custody relinquishment or another
mechanism. The language also requires ODJFS to adopt a rule in accordance with
section 111.15 of the Revised Code to administer the funding.
In year one of the biennium the focus for this funding was on
direct service, evaluation and sustainability planning. In year two of the
biennium the focus for this funding was changed due to programmatic need and
due to the COVID-19 pandemic.
This rule is effective 2/1/2021.
Updates
Ohio Administrative Code rule 5101:2-54-01, Multi System Youth,
has been updated with the following changes. (B)(1) and (B)(2) have been
amended to reflect only State Fiscal Year (SFY) 2020; (B)(3) has been amended
to include evaluation as a support; (B)(4) was added to reflect an addition of
funding for Wraparound training in SFY 2021; (B)(5) was added to reflect an
addition of funding for Communities of Support in SFY 2021; and (B)(6) was
amended to reflect the addition of children in both congregate and
non-congregate care who would emancipate but remain in custody due to the
COVID-19 pandemic.
