This letter transmits Ohio Administrative Code rules governing Substitute
Care policy that are being revised as a result of the Five-Year Rule Review and
the enactment of The Family First Prevention Services Act, Public Law 115-123. The
following is a brief explanation of the changes.
The amended rule 5101:2-42-19 entitled "Requirements
for the provision of independent living services to youth in custody"
sets forth the requirements for PCSAs and PCPAs to prepare youth for the transition
into adulthood and independence. This rule has been amended to clarify supervision
services and to include instructions provided by the enactment of The Family First
Prevention Services Act, P.L. 115-123. This rule has been amended to format the
rule for clarity and minor grammatical changes were made.
The amended rule 5101:2-42-19.2 entitled "Requirements
for provision of independent living services to young adults who have emancipated"
sets forth the requirements for PCSAs to provide services and support to emancipated
foster care recipients. This rule has been amended to clarify supervision services
and to include instructions provided by the enactment of The Family First Prevention
Services Act, P.L. 115-123. This rule has been amended to format the rule for clarity
and minor grammatical changes were made.
INSTRUCTIONS:
The following chart depicts what materials should be deleted from
the Family, Children and Adult Services Manual (FCASM) and what materials are to
be inserted in the FCASM.
