Ohio Administrative Code rule 5101:4-2-03 is being amended due to erroneously omitting unaccompanied minor changes from this rule when updates were made for the Kinship Guardianship Assistance Payments (KGAP) package effective 01/01/2023.

The Office of Family Assistance (OFA) has taken the actions described below.

This rule has been subject to a review by the Joint Committee on Agency Rule Review (JCARR). The changes will become effective on 08/01/2023

Chapter 2000

5101:4-2-03 "Food assistance: Assistance Group Definitions."

This rule describes the process of determining an assistance group and who should be included in the assistance group. Changes to the rule include adding paragraph (A)(7) back to this rule to define that an unaccompanied minor is considered a homeless individual not living with their parent(s). Unaccompanied minors that are not under the parental control of a household member as described in paragraph (A)(5) of this rule can be determined to be an assistance group on their own. No other changes were made to this rule.
