The schedule represents 120% of Ohio's estimated median income (published on the Administration for Children and Families' website) http://www.acf.hhs.gov/ocs/resource/liheap-im-2016-03-state-median-income-estimates-for-optional-use-in-ffy-2016-and-mandatory-use-in-ffy-2017) rounded to the nearest dollar and adjusted for family size.
