5101:2-15-03 Child Care Resource and Referral Service Organizations: Organizational Structure, Administration, Planning and Reporting Requirements

(A)The purpose of the child care resource and referral service organization under grant agreement with the ODJFS is to:

(1)Improve parents' access to child care programs and services;

(2)Increase the supply of affordable child care;

(3)Improve and enhance the overall quality of care;

(4)Educate the public on social, culture, political and economic changes that effect the supply and demand of child care programs; and

(5)Provide a focal point for future planning, advocacy and coordination of efforts related to all types of child care programs and services.

(B)Child care resource and referral service organizations under grant agreement with ODJFS shall:

(1)Be a community based nonprofit organization that does not provide child care services;

(2)Be an organization that has as its mission provision of services to all socio economic groups;

(3)Provide child care resource and referral services to a designated area in which it has a local identity; and

(4)Receive funding from ODJFS for the provision of core services.

(C)Child care resource and referral service organizations under grant agreement with ODJFS shall have sufficient staff available:

(1)To be accessible to the families in its service delivery area (SDA);

(2)To respond to the linguistic and ethnic groups in the communities served;

(3)To deliver core services outlined in rule 5101:2-15-04 of the Administrative Code;

(4)To respond in a timely manner to requests from families and child care providers; and

(5)Who have education, expertise or experience in early childhood development, child care programs and services or a related field of practice.

(D)Child care resource and referral service organizations under grant agreement with ODJFS shall provide ODJFS, bureau of child care and development, with fiscal reports which include a project budget summary, budget revision, monthly activity report that identify services rendered by the child care resource and referral service organization, and county plan of cooperation for each county in the service delivery area (SDA), pursuant to requirements found in paragraphs (E) and (F) of this rule.

(E)An original and one copy of the county plan of cooperation for each county in the SDA shall be submitted to ODJFS, bureau of child care and development, within one hundred twenty days if entering into a new grant agreement with ODJFS or within sixty days if renewing a grant agreement with ODJFS. The county plan shall, at a minimum, contain child care resource and referral service organizations and CDJFS responsibilities and procedures for all required grant agreement deliverables.

(F)At a minimum, the county plan of cooperation must be developed and submitted in accordance with the following procedures:

(1)Convening a meeting with the director or director's designee of each CDJFS in the SDA to formulate procedures for the development of the county plan of cooperation.

(2)Drafting the county plan of cooperation with input from both the child care resource and referral organization and the CDJFS.

(3)Receiving endorsement of the county plan of cooperation by the director of the CDJFS in the county for which the county plan of cooperation is written.

(4)Notifying ODJFS thirty days prior to the deadline for submission of the county plan of cooperation when a child care resource and referral organization and a CDJFS are unable to reach consensus on the county plan of cooperation.

(5)Amending the county plan of cooperation when changes are made in the responsibilities and procedures outlined in accordance with paragraph (E) of this rule. All amended county plans shall be submitted no later than thirty days subsequent to the amendment.

(G)ODJFS shall review each county plan or amended county plan to ensure compliance. Written notice of county plan of cooperation approval or disapproval will be made to the director of the child care resource and referral organization. The letter of notification will specify areas of noncompliance and the director will have thirty days from the date of notification to submit an amended plan.
