SUBJECT: Clarification to the Foster Care Maintenance (FCM) Reimbursement for out-of-state placements in Qualified Residential Treatment Program (QRTP).

This Procedure Letter provides guidance related to reimbursement for a youth placed into a QRTP on or after October 1, 2021, in another state.

BACKGROUND

For youth placed into a QRTP in another state, the Ohio IV-E agency is responsible for obtaining from the provider: 

  • The certificate to operate a residential facility.
  • Documentation of QRTP compliance or
  • Documentation the other state does not require QRTP compliance for that specific residential facility/type.

Any questions related to FCM reimbursement for placement in a setting outside of Ohio can be directed to your assigned title IV-E policy developer.  The following are two (2) hyperlinks to the Child Welfare Information Gateway State Licensing Specialists for each state and State Liaison Officers for Child Abuse and Neglect. This should assist in contacting the correct person to obtain necessary information about the QRTP status of an out of state placement.

To receive foster care maintenance reimbursement for placements in another state, the Title IV-E Agency is to submit the documentation received pursuant to this procedure letter to the following email box QRTP-Out-of-State@jfs.ohio.gov.
